There is a cap on the number of teams from each county, because of their more recent Champions League wins (21 - 24 were considered) Chelsea and Man City get the two England spots.

It's European results over previous four years only and top two per country. So maybe

All Champions League winners are in and then there's a co-efficient but it's restricted to two per nation. I know Barca were high enough in the rankings too but Real had a CL win and Atletico a higher ranking so they got Spain's places.

FIFA reducing ticket prices as they aren't selling out the games.. Not a great look for the tournament.

Whether that's no one is interested in the tournament (personally I'm not) or it being located in the US where there isn't as big a following compared to Europe and the ongoing shit show of politics in the country. If its the latter then that's a worry for next years World Cup
