If Tyrone LGFA do not have enough Refs or Refs assistants who know the rules they would need to recruit a few and roll out some training.

Not sure that's the issue. Hill are hanging on to the last Rembrandts of their 2011 squad .. don't seem to have brought much youth through.. few lean years ahead

Will need amalgamation of clubs within the next 5 years at current rate.
