It's all  for the authorities  to be  seen to be doing something. He'll be released without charge , and that will "conclude our investigation ".

Presumably most of the evidence here is in England rather than the US and is more black and white case, if he give Epstein access to things covered by Official Secrets then that is it, as far as I am aware the women involved were not under 16 but there were issues of coercion that are harder to prove.
