Why? The South West have carried the county for years. They need a break.

County League Regulations

2.02 As a prerequisite condition of entry to the leagues, each club shall
be deemed to have affirmed that its players shall, always be
available for selection on any county team panel and, subject to
centrally issued guidelines, all league fixtures shall be fulfilled as
arranged irrespective of any commitment of any member of the
club concerned to any county team panel.
