Would it not lead to a lot of dead rubber games very early on?

Rather than everyone starting at zero in 2nd phase, could start on points based on league position in first phase. Say top starts on 4 points, 2nd on 3 points 3rd on 2 points and 4th starts on 1 point, other 4 teams on zero. Something like that might help keep it competitive.
