No, sure Ceaucescu was gone by 1990.
Belodedic was the first man to win the European cup with two different clubs. He may have defected but was always Romanian and hence was the foreigner on the 91 Red Star team (if you don't consider Prosinecki, Pancev etc as foreigners also!)

Anelka is correct. Had most of those titles won by the tender age of 21. Didnt get the uefa cup medal until 23. i forgot to include his turkish league winners medal also. By jaysus, he has a fair collection of silverwear.
