Return the ball to who? He didn't foul anyone. He placed the ball back exactly at the spot where he was adjudged to touch the ball on the ground. 

They're saying he picked up and put it down again but yeah, who was he supposed to give it to

Definitely a free. 50 m penalty is the controversy. Unbelievable drama, you cant cut it finer than that.

Donegal will get a bounce but black cards might suit the higher quality dub threats. Small is a huge loss, he was superb.

He's supposed to hand it to a Donegal player. I'm not that fond of the rule but that's what it is. Why take the chance in that situation.

It can be interpreted as time wasting but the common sense thing would be to let free be taken from that spot so long as the ball hasnt gone backwards on the field.
