Is this related to the rule of a player being under 24, then his club will be due compensation if he moves?

I remember an instance a couple of years ago when the club I follow in Scotland was able to sign a player who was under 24 on a free on the same technicality Derry seem to be trying to use here. If a player is not retained, ie not offered a new contract within the required timescale, then he can indeed move on a free regardless of his age. If Linfield only made a verbal of a new contract then Id suggest they are in trouble.
