True and you left out Italy who won it in 2020 and haven't qualified for the the last few World cups.

Spain are different though,  Euro 2008, World Cup 2010, Euro 2012 winners.   They'll be hard stopped in repeating that feat in 2028.

Association football would appear to corrupt from top to bottom. To be brought into the inner circle of a national association, I suspect you have to be shown more willing to oversee the exchange of envelopes than have any notions of stopping them.
