Am I the only one who doesn't see the issue? What's the difference between this and having a birth certificate or passport except that it can't be forged?

If he's claiming this will help reduce immigration then he's thrown a spanner in the works. Most of the ones who would be most vocal against this sort of governance are also the ones most vocal about stopping the boats. People won't know what to shout for!
