Oh come on. Even if the 3,000,000 tonnes you mention were significant - there'd only be 73,728,395,061,725,395,062 tonnes left! - the coal dust hasn't floated out past the Moon. The atmosphere is held in place by the Earth's gravity. And what about all the gravity from  the people in China? There are probably one billion more people living in China than there were a century ago. At an average weight of 50kg, that's an extra 50 million tonnes of gravitational force right there. It's amazing we can't touch the Moon at this stage.
