Birthright ensured he would never face nor understand the worries of a common person. A combination of upbringing and legal system superiority presented him a world where he could do anything he liked without penalty or remorse. Fame created an opportunity for him to enter public service at the highest level of power, despite having no interest in serving the public. Since losing the election - the first time in his life he was unable to buy/bully his own way - he was fuelled by rage and revenge. Now he has found his revenge, he cares for nothing or nobody. He's just playing golf and going around watching sporting events, and has left running the country (and the world) to do those who helped in his  revenge.

If he could step aside now without it injuring his pride, he probably would. But he can't, so he won't.

And all of this underwritten by the simple fact that 78 year olds have 78 year old brains, that are fading, forgetful and inconsistent.
