how can louth have players both playing junior and senior football, can someone explain?

Not for Dublin. Anyone who has played CLUB SFC last season is inelligible for the Dublin junior side.
Still didn't stop us winning the all-ireland last year

Why do most Ulster counties opt out of this? Seems like a relatively worthwhile venture, giving lads just below the radar a bit of game time in an intercounty jersey.
