The rule is up for debate and this is some form of debate isn't it? Events trigger a debate,
or does the rule change all by itself somewhere in time and space?

Last I heard the annal Congress changes the Rules.
If you're a GAA member put up a motion at your club to change/abolish a rule you don't like or don't agree with and see how it goes from there.
