According to the ministers statement in Feb; http://www.planningni.gov.uk/index/policy/draft_spps_minister_s_statement_to_the_assembly_04_02_2014.pdf
the new Strategic Planning Policy Statement for Northern Ireland (SPPS) will consolidate all the planning polices , i'm not sure if this means a loosening of the criteria or if each council will have to draw up their own policies based on the existing PPS21?

They say they will Publish SPPS in final form in Autumn / Winter 2014/15

Yeah, but its abit grey - "Has the business claimed .....in the last 6 years"

I'd read this as having claimed at some point in the past 6 years, not necessarily 6 consecutive years of claiming..

The other concern is how this will be in a couple of years, given the changes to SFP next year, as the changes to the councils.

Are you sure about this? my understanding is - farm established at least 6 years, and are currently actively farming. I'm not sure that they check that you have been actively farming for each of the past 6 years. They'll ask DARD how long the farm business ID has been established, and if there is currently Single Farm Payment being claimed.
its prob a grey area, but this is my understanding of it...

Believe it or not - this can be a warning that your brake lights aren't working right!!  :o
Check your brake lights are working, for me it meant changing the switch down at the brake pedal - bought it off ebay for ~£20 and replaced it myself. ( this was on a VW golf but prob the same for skoda)

You must be an active farmer to claim payment, you must have stock, in the past you only needed land.


Q 13. What is the new definition of an 'Active Farmer'?
A. There is a provision in EU legislation adopted by the EU Commission on 11
March 2014 which states that "in line with the case law of the Court of Justice
of the European Union, payment entitlements should be allocated to the
person enjoying decision making power, benefits and financial risks in relation
to the agricultural activity on the land
for which such allocation is requested." 
This provision has particular relevance for land let under conacre
arrangements. In general terms, this means that in 2015, when all existing
SFP entitlements are abolished and new entitlements established, then
landowners renting out land in conacre will not be able to establish
entitlements on that land. The principle being that where land is let, then the
farmer actively farming the land will be the one claiming direct payments on
that land. 
In brief, it will generally be the case that if a landowner receives a rent for
his/her land, the conacre tenant will obtain the benefit from the agricultural
activity undertaken on that land. Therefore, the tenant should establish
entitlements and claim payments in 2015. 
The EU legislation (Delegated Act) will be confirmed in May 2014.




The way i read that says you just need to be the one responsible for the land, whether that be keeping it in good state, growing grass on it etc. Not necessarily with stock...? No?

I was with airtricity until Dec, when my contract ran out (was previously with Budget Energy). They were going to put me up to 17p /kWh ! - Made the change to Electric Ireland - 14.77p / kWh.
Used that consumer council comparison table to make the decision. Switching is easy - I change as soon as whoever I'm with stops being the cheapest.
