Government simply needs to step in and make an exception re Palestinian students and block the other international students  who won't qualify from using any deviation from the guidelines to their advantage .

This worked flawlessly last year. This year entirely undoable demands have been put in place. That's the deviation. So either individual civil servants have decided to override policy or policy has changed.

The colleges decide who gets scholarships, not the immigration lads.
