Can anyone explain why the Leinster champions or whoever may have beaten them in the quarters are always in the second AI semi final?

Actually it does.
The GAA will hold a slot for Croker in case the Dubs draw their semi-final.
Presumably because Leinster has the most counties in the c'ship (11) it takes the longest to run off, thus always gets put in the 2nd semi.
