(a) A County shall have a Bye-Law governing the transfer of players from one Club to another within the County.

In my experience, even with 2 consenting clubs, it isn't a given that the transfer will be granted without residency. However, you / the club you want the cub transferring to should be given an opportunity to make an appeal. After that it's up to the committee in charge.

Does that mean if u serve the 12 week suspension are u then 'legally' transferred

Whilst I'm not sure, I very much doubt it.

Rubbish. But is it hard to get through the county board?

No idea how it works in Tyrone but the above is generally the rule in Monaghan. If you anyway good or have a younger brother who is decent, that the home club will fight the transfer. If you rubbish and no other mitigating factors ie brothers, sons, money etc then they'll let you go.

The issue of IC transfers has to be looked at .

Brigids don't need him - this is a club that won the AI Feile Div 1 in Football & Hurling this year

Well its not as if he Just went to Dublin to play club football, he is obviously working around the Blanch area and St Brigids would be the ideal club. Class footballer.

Why do you think Mulligan wouldn't be good enough for Dublin? this transfer wouldn't be much different than Brian Kavanagh's transfer to Kilmacud Crokes i guess some at the time thought they didn't need him either.

Dublin don't need him, but of course he would add to brigids or any club team, good player. That feile team won't be playing senior football for a good while.

Anyway, the main issue is that he is a longford based Garda, so indeed it does look a bit dodge to be moving

Interesting case though.

Plays for leitrim and works in longford but wants to play club football in dublin. Hmmmmmmmmmmmmmmmmmmmmm

1. I never said he wouldn't be good enough - I said he wouldn't be selected.
2. It's very different to the Kavanagh transfer in that Kavanagh was living and working in Stillorgan - this fella works in Longford.
