Most of the Irish Republic can already get at least two different forms of digital television, through Sky or by UPC (Chorus/NTL). There is no proposal to do anything what you think can happen and would be hampered on a terrestrial network due to lack of bandwidth. What you're effectively describing is a (live) video on-demand service that is most practical on cable and to a lesser extent on satellite.

Effectively a live video on demand system to your mobile, which I do believe is coming.

What you are describing with localised sports on demand will not work due to there being very little revenue from it due to lack of advertising opportunities or subscribers. Do you think broadcasters will supply content at a loss?
