Brian McGuigan, Dermot Carlin and Martin Penrose all found the mark to put Tyrone 3 points ahead before Martin Donnelly found the net in the 11th minute.
Cavanagh and Dermot Molloy then exchanged frees and Martin penrose fired over a score from play to give Tyrone a seven point lead.
It took Donegal until the 20th minute to begin to claw their way back, but they did so in some style with half-back McCloone starting a sequence of eight unanswered scores.
Daniel McLaughlin fired over with a minute left to put the visitors back into the lead.
The first half ended on a sour note when Colm Cavanagh was shown a straight red card following a melee involving players from both sides.
Referee Joe McQuillan blew the half-time whistle immediately after the sending-off, with Tyrone trailing by 0-10 to 1-6 at the break.
In spite of being down to 14 men, Tyrone put in a spirited display in the opening minutes of the second half.
Sean Cavanagh drew the sides level with a free and Aiden Cassidy nudged the home side back into the lead.
Donegal's numerical advantage cancelled out when Neil McGee was sent to the line in the 48th minute and Tyrone responded positively with points from Donnelly and McMenamin extending the lead to three points by the 43rd minute.
A superb save from Donegal 'keeper Paul Durkan denied Cavanagh what looked a certain goal minutes later.
Molloy, McErlean and McFadden exchanged scores with the Tyrone trio of Penrose, McGuigan and Cassidy as Tyrone took the victory by 1-13 to 0-13.
