It's not rule changes it needs so much as a cultural acceptance that the game becomes close to unwatchable when it's played without physical contact. 

The histrionic shrieks of "that could have ended his career" from the footballing media and its round the clock overdose of social media, every time a player is tackled, is playing a bigger role in football's descent than is acknowledged.
