He proceeded to talk about how marginalised he was under the following headings and how he almost had to apologise for being each of those things.

Such nonsense. There are loads of Union Jacks go up during the World Cup and not a word about it. The recent plethora on lamp-posts has a whole different right wing connotation.

Union Jack would be the wrong flag for a World Cup, would need to be St George's cross for England. Lived in Manchester for a 4 years I don't recall seeing a single flag in a residential street.
Part of a specific event like the world cup flying a flag is acceptable. Sticking them on lampposts isn't for me.

Think there's nothing more disrespectful to a flag than hanging it from a lamp post until it's tattered and in bits and as for the plonkers spraying mini roundabouts I've no words.
