I may be moving into a new apartment soon in the West and im wondering where the best deals regarding TV packages and broadband?

I know that NTL/UPC offer broadband and basic TV packages for about €45 a month (cable, not satellite).

Sky offer a basic package for about €25 a month that doesnt have broadband as far as im aware?

Do you still need to rent a phoneline to get broadband from eircom?

you will have to check out whats on offer in the area you are moving to as the broadband options the further away from Dublin you go are not great.
towns obv better chances but still not guaranteed.
You may have to check out UPC, Eircom, wi-max, o2, vodafone and 3
the latter four might not have coverage in your particular area.

The area im moving to has cable TV piped through UPC/NTL, and mobile coverage would be 3g.

Im thinking a package from Sky and a broadband package from UPC/NTL would be best.

What are Wi-Max like? Are those phone operators connecting through a dongle providing GPRS internet?
If so, they wont allow big downloads per month.

am hearing about problems and daft limits with the 3G mobile phone broadband operators.

I use UPC and find the broadband excellent.

3G is not broadband in any meaningful sense. UPC will give you better broadband than any other alternative. The broadband (& phone) is inexpensive in a package, so it probably makes sense to get some TV from them also. Phone line & brandband will come to €40 minimum, so unless you have a house alarm or something then UPC seems the way to go.

If at first you don't succeed, then goto Plan B
