These are basic structures. 1 stand with hospitality the other just a normal stand like in every other country ground.
Surely that can be done and hold over 30k for the Ulster final

I've said it time and time again. The GAA need to cut their cloth to suit. Had they taken the Croke Park approach and built it one stand at a time with the funds available at that time, they'd have had Casement built by now. The blame for that lies fully with the Ulster Council, and it is a damning indictment on those involved to date. Failure to do so has opened the door to where we are today, with Unionists opposing everything to do with it, but the Ulster Council opened that Pandora's box by not having their act together 10/15 years ago.

Im sure Antrim would be happy with that

The Irish government can more easily spend money on Clones than a regular ground for Antrim.
Is this not blindingly obvious? Whatever about getting the Euros, €50m to Casement and nothing in the pot for Louth/Meath/Dalymount/Finn park/soccer in general is electoral suicide. And yes, there is a partitionist aspect to this. Sticking one to the DUP isn't a huge vote winner when there are clear other uses for the capital grants programme.

Louth and Meath don't need a big stadium.  The FAI can't afford to sponsor Dalymount or Finn Park. Most people don't pay attention and €50 million is peanuts

It's all we need. There has been no need for the saga that has gone on here.
