Look we all know they happen. I have just seen an article on HS  thats states Steps are being taken to stamp out ilegal payments making County secretaries and Chairpersons sign sworn affidavits saying that no ilegal payments are being made.

In the same article it states that Paraic Duffy state at a Dinner in Dublin last year  was aware of a "well-known mercenary" manager in Ulster who received unofficial payments of £30,000 received from two prominent businessmen.

It is called papering over the cracks.  They can't stop it, there will always be 'mileage' payments and they can add up to a lot, ask Ivor Callely.  County Councillors do not get paid, yet, n my own area Cllr. Marie Corr claimed 60,000 euro in expenses last year.  There is no way of stopping payments unless there is a cap put on expenses, simple as.  Otherwise you pick your figure of payment and you create an expenses chart to meet the figure.  A manager could loose his false teeth running along a sideline during training and be at home when he realises he forgot them and consequently his mileage is doubled going back to collect them. There could be endless meetings with a manager and members of a county board at any location that would create expenses.

In a recent tragedy during a club game there were two nurses and a doctor present and they had a defibrillator, in the case of Henry Shefflin he was taken off injured in Croke Park and was in Wexford before the game ended to comply with the belief that the golden hour after injury is of huge importance to recovery time.  These two incidents illustrate remarkable high standards in terms of response by on-field medical support by an amateur association.  If the GAA are to cap the amount of finance available to each county team to prevent payment to managers then under no circumstances should it compromise the level of medical standards available to players.
