Does the ball have to be/remain close to the body?  If it spills out of your hands, can you reach out and palm it?

I've allowed it in games I've refereed, its also one of the rules that comes up in the rules tests, the key is if he is attempting to lift it then its a foul, its the judgement of the referee again to decide what the players intentions are
