Over 16s, of course. This is not an especially ambitious target as 91% have one dose and 3 weeks will see them get another dose. They need to keep bearing down on the other 9%.

The basic thing is that the number if cases has to drop so that we are not one of the highest in Europe. Even though hospitalisation is reduced, if you have a load of cases then you have fair amount of people in hospital using beds that could be used for something else.
