Why do the Junior Champions not going into Ulster?

I know it's obviously quite awkward when your senior champions play in Ulster Intermediate, but it seems unfair on St Malachy's that they are missing out on an Ulster Run.

CĂșchulainn's could surely go on a good run in Ulster now? They're unfortunate to likely come up against Lavey should they reach the semis, but there's no reason they can't be targeting Ulster this year.

The Armagh county board introduced an intermediate championship this year, presumably this is the reason why. In reality it's probably closer to a Junior A competition with the Junior championship being closer to Junior B.
