The SSIA was primarily a tool of monetary policy. The government could easily have slashed taxes if they had just wanted to make people richer (or the illusion of being richer). The latier would have suited them better politically because a bird in the hand is worth two in the bush. But they wanted to take money out of the economy to cool inflation. Hence the SSIA's. I'm certain the timing was no coincidence, but that was a secondary consideration.
