Shortly after he turned away from the linesman you could pretty clearly (IMO) see Costello's lips say "pr..k".
I would guess that the defence was that the language was not directed at the linesman. Perhaps there was a camera angle that showed someone else (e.g. opposition player) in his line of vision as he uttered it.

Personally I think there's a big difference between shouting abuse in someone's face, to what Costello did. The former being a red card, while the latter could be a good use of a black card.
