Why do you have to pre-heat ovens?

In a word its because a solid uniform heat is much easier to judge its affect on baking, which you will get after preheating. Off the top of my head there is two main things affecting this

1. Every oven has cool spots and warm spots which are amplified during heat up.
2. Different ovens heat at different rates and its impossible to judge the rate of heat increase in different ovens for a recipe.
