Is there a Transfer window any  more?  Liverpool have signed 7 players this summer, Man United 2 or 3., Man City 2 ...     Are all these guys free transfers?

Yes there is. England's transfer window is typically 1st July - 1st September in summer and 1st - 31st January in winter.

And no, not all free transfers although some are.

You can also agree tp buy someone outside of the window but cannot register them till after the 1st July.
