Ordinarily I would agree, but if a county board can't get its minor final completed by the start of December then its obvious that the county board is the problem. They even managed to get their senior cship played up after the county got to the AI final ffs. Fermanagh had their minor cship completed by 7th July! The Donegal county board are squarely to blame by not giving their cship winners the chance to represent their county in Ulster.
