In 1857 the Skibbereen Eagle's headline was that it, the Eagle,  was keeping its eye on the Czar of Russia’ who was planning to annex some bordering parts of neighbouring China at the time.

One famous one that gets talked about, though it may be an urban myth, was the take of the Aberdeen Press & Journal on the Titanic Disaster in 1912. Big 60pt front page spread, with the announcement:

"Aberdeen man drowns"

Some crackers, the celtic one is outstanding.
The irsh times pic a couple of weeks ago with Angela Merkel thinks we're at work was class if not neccessarly a headline.
