A few points to consider;

- No more than 10 players should be allowed in your own half at any one time. If 11+ drop then a 45 is awarded.
- No more than 2 handpasses allowed at any one time before a kick
- Define the tackle to include no double tackling

I'd feel sorry for the refs if they had to police the above as well as everything else.

Make the ball smaller and allow the players to use sticks.
