No need for a tiered championship.
Use a handicap system based on NFL placings
Applies to provincial, qualifiers and super 8s
+ = number of points the team starts the game with

Top six finishers      0
Two relegated teams    +2

Div 2
Two promoted teams   +2
Next four teams    +3
Two relegated teams   +4

Div 3
Two promoted teams   +4
Next four teams    +5
Two relegated teams   +6

Div 4
Two promoted teams   +6
Next four teams    +7
Two lowest teams   +8

If a handicap system is good enough for horse racing, golf, snooker and sailing then it’s good enough for Gaelic football. Mayo v Leitrim and the Div 4 finalists getting a 6 point start. Great excitement. The tv companies will pay up for that one.
