Soccer was never banned in Ireland.

Garrison sports were still played by those in Ireland who never played GAA so mainly the big cities Dublin and Belfast

Soccer wasn't 'banned' but the GAA did everything they could to suppress it. But the answer is no.

True, but other sports still get scraps when it comes to funding. The GAA get more than every other sport combined. We even saw the state funding NY's pitch, in a private university, but don't have funds for soccer.

The reason GAA gets more is because...
- It has a bigger membership
- It owns most of it's own pitches and club houses, unlike soccer. Grants are hard to get on borrowed facilities.
- GAA clubs are better at fundraising to make up the difference on a project. Grants are nearly always contributions towards a porject, not paying for the whole thing.

Easier to blame the ban though.

- Membership is moot. You dont have to join the IRFU to play rugby. Football has more members, but they are members of clubs.

- Convenient. And doesn't apply to rugby.

- I understand that isn't really a thing anymore. Just as per your point 2,the system is skewed towards the GAA and it's setup.

But the headline point stands. Other sports dont get their fair share.

That's one way of putting it.
Soccer needs to learn that begging bowl for government cash alone is not a way to finance and develop their game.
You need to find ways to raise funds from your own grassroots.

If they're the biggest sport in the country, as they love to claim, then they should be getting the biggest
chunk of the corporate sponsorships, small and local businesses, individual members.
