Happens in the UK as well GDA - the conservatives send one to everyone anyway.

Been national since 2002, but it was done in some locales much earlier.
Id guess it would be the same here - some areas did it and others not.

I got a congratulations card on my Graduation from the SDLP in Strabane. Not even in their constituency.
