Best gaelic football players from the weaker counties over the last 25 years?

Smell the glove

For this question,I would say that a weaker county of modern days is a county that has failed to win more than one senior all ireland from the last 25 championships.Players from the counties listed cannot be included but everyone else can and must have played from 1984 or later.

Offaly are a weaker county in the last 10 years alright, unfortunately, the 1998 League win notwithstanding. With that in mind I'd say Karol Slattery, Ciaran McManus and Niall McNamee would be challenging for places on most teams in the country.

Most teams if they get a good draw can reach and all ireland semi final or final.Even winning one all ireland can be fluked on a good year like Donegal and Derry.Teams like Kerry,Galway,Meath and Down had players good enough to win more than one all ireland in three or four years.

Why do you have Wexford and Fermanagh in your list who have reached all ireland semi finals but not Derry or Donegal who have got no further in the last 10 years ?
