Yep, Mayo and Louth compete (at a much lower level) as well.

IIRC, the highest grade that Mayo, Louth, London & New York enter is Junior B.  (The London and New York entrants tend to be ex-langers).

Armagh and Cork are therefore left to contend for the Senior, Intermediate, Junior A and all the underage categories. 

The Junior B, Junior C, Novice 1 and Novice 2 All Ireland grades tend to be held in Mayo or Drogheda.
