If you're referring to the street-level view facility available on Google Maps, I've been using it for quite a while for New York. Not sure where else they've done it for though.

They started getting the pictures recently in london, but there was some sort of legal ongoings with privacy groups about taking peoples picture - they will be using face blurring technology to get it all ok'd anyway.

Haven't seen it in Google Earth, but its one of the options on Google Maps, at least if you're looking at New York City.
