Restricting cars for learner drivers.

If the cars driven by inexperienced drivers were restricted in the same way motorcycles are restricted it might help with the accident rate.
Another idea is to have a tachograph in every car on the road,any showing speeds above the posted limit would be subject to penalty.A  device that is placed at the start and finish of every speed zone,be it 50km/h or 120km/h would trip the graph to show the limit at the time and the speed driven at the time.
Motorcycles have engine restrictors on them in the UK and here already.Why not with cars?
