sampling mp3's

I'm looking for a bit of software which I can take a sample from an mp3 and turn it into a ringtone.

Do any of you have an idea what's software is out there and is it free?

I have Nero wave editor at home (got it free so who cares)
probably not the best around but it does the job for me where i can chop and change the tunes and delete/add what i want...
