Fusebox - Electrician or ESB?

I am living in an apartment that uses Storage Heaters.  Before, a switch used to activate at midnight to turn the storage heaters on to avail of nighttime electricity.  Now it is activating at 9pm.

The switch is in the fusebox.  Do I get an electrician or ask the ESB to have a look at it?  Is it a simple matter of replacing a component in the fusedbox?

When you say there is a switch in the fuse board do you mean a timeclock? Or do you have a separate timeclock beside your ESB meter?

If the timeclock is in the fuseboard it's pretty straight forward and I can talk you through how to do it yourself, don't  get Electrician to do it as they charge a fortune ;)

If the timeclock is beside the ESB meter and it is activating a contact in the fuseboard then you will need to get onto the ESB as these timeclock are usually in a case with a ESB seal

i thought a man of your experience would have "aquired" an ESB  sealing tool by now! Maybe your just too honest. :D

It is in the fusebox to one side of the trip switches. 

It is up high so I can't see if there is a clock but it does have an an led which is either green or red depending on whether the switch is activated.  Beside it is a similar component without an led but on both there seems to be a small black dial like thing (which I can't see clearly).

I will have to ask my brother to fix it (not being very mobile and can't climb on a chair to look at it) so what should I ask him to buy and where do you buy such an item.

Sounds like a Timeclock with a contactor.

You shouldn't have to buy anything, you said that it's kicking in at 9pm so that means the clock is ok it's just set wrong, ask your brother to see if the time on the clock is set right, sometimes if there is a power outage the clock will only resume at the time the power went especially if it's not a digital timeclock.
There will be a little arrow on the face of the clock and he will have to turn the dial on the clock to line up the correct time with the arrow, there will be numbers 1-24 to indicate the hours of the day.
