Can you pick up stations from other countries by pointing them at different satellites?

Not without paying someone, be it sky or some middle eastern crowd or someone else.

Not I but loads of people have. IMO 28.5E gives you most of what you would need though. All the rest might throw you one or two channels but unless you are very interested in satellite tv in general I don't think it's worth it.
