So that means im just getting over 5megs when they are charging me for 10megs

yep thats 5mb, i was not aware that NTL had contention on their lines.
Cable based internet  can suffer from contention as your sharing a truck line . 
Anyway, long story short... is a phrase whose origins are complicated and rambling.
