5 year plans

5 year plans in the GAA are usually only produced to secure some sort of funding, in my experience

Long term planning is a good idea, but putting timeframes onto stuff like infrastructure or coaching puts a lot of pressure on people and nobody wants to take on that work or role on a volunteer basis.

I remember when Chairman Mao started with that craic back in the 50's. Sure China haven't even fielded a team in the All-Ireland since as far as I can tell.
It won't be the next manager but the one after that Meath will become competitive again - MO'D 2016

This is nearly true. All counties should have plan for what they want to do and should be working towards it. But when your county is performing you never hear of the long term plan. When things are in seemingly endless decline then plans are talked about and worryingly without any detail to back it up.

The same happens in soccer. When Ferguson replaced one winning team with another there was no talk of rebuilding. When Moyes was struggling then everything was about "rebuilding" (a team that had just won the league). How many teams that talk about "rebuilding" or 5 year plans ever go on to achieve anything under that management?
If you must ask a difficult question, ask someone else in 5 years time. I have a 5 yr plan you know
