Use the €13B annual budget to pay to transport people abroad for necessary care in the interim.

Start again from scratch.

Deploy best practice across the system
Get PBP to audit the numbers

Put the Department of Health in charge.
Let money follow the patient.
Pay the Consultant or hospital the deals with the patient whether its a public or private hospital.
That's the easy part though.
What about the loads of other things the HSE do? Can they be all separate operations under the Dept of Health?
