I have to disagree Premier Emperor, it is actually much harder to win the league when a team has been conditioned to playing against weaker teams.
If it were not the case then how come it is very rare that the league champions don't come from the top flight?

Kilkenny's matches in Leinster are not a fair comparison because they are playing in Leinster because of geography and not ability. Waterford were in division 2 because 5 teams finished ahead of them last year, so to win the league this year shows the vast improvement they have made.
