I was thinking it should be fairly shallow and easy to reclaim from the sea. I think that was done up around Newton cunningham.

Would be fierce good fertile land if it was done, maybe thats what the Brits are thinking, considering they are a net importing food country and the verge of leaving the common market

I presume as Derry was an important port, with access to the North Atlantic through Lough Foyle, was the reason the Brits wanted to hang on to the Lough. But what do they need it now for?
